How can one work and travel in Ireland without being a student?

I am interested in doing a work and travel program in Ireland. I have looked on many websites, and it seems like that is only possible when one is a student at a university in the US. Alternatively, you could investigate whether or not your immediate ancestors were born in an EU country, which would mean that you could apply for citizenship of that country, and then you wouldn't need the work permit. EU nationals can live and work in other EU countries.
