First space travel, cost is of (almost) no object there. A few watts will operate most space probes and many satellites.
Military uses also. Again high cost can be acceptable.
To produce use for you home would be more difficult. Cost matters here. kWHrs of electricity costs the consumer only pennies. You unit might have to run it for years to break even.

perpetual motion would require that the kinetic energy driving the machine stay in the machine. So for it to be used to power anything some of the energy in it would have to leave the machine to provide the power, then it would no longer be perpetual motion.
I'm sure that some one would come up with something for it to do. If only a few watts, you could recharge batteries for free, or some other minor application like that.
