Does a car need to be in motion to turn safely?

My wife thinks that if the car is not in motion when you turn the tires with the power steering that it will hurt the vehicle. please help us answer this issue.Does a car need to be in motion to turn safely?Well, the wheels will turn safely without the car being in motion. The only problem will be a slight excessive wear where the rubber on the tires hit the road. Otherwise no damage to the power steering system.
