Can pets travel alone on a flight or do they have to be accompanied by a person?

My sister wants to send her to dog to me but I am unsure if they can travel alone on a plane. I have been searching and called the airlines but lack of answers (it's not that hard of a question) and was wondering if anyone knew if dogs could travel alone and which airline does it. Lufthansa(for international) allows animals to travel by themselves, as long as they have the proper documents (contact the import and customs department in your country). There are also pet shipping companies out there who will take care of all of that for you. It may depend on where she is sending it to you from, but you can do a google search for them as well.
